New challenges derive from complex environment and frequent natural disasters, which demands Western China the capability to cope with abrupt disasters and emergencies. We should focus on the construction of disaster preparedness and emergency rescue system in Western China, make exchanges on international and domestic cutting-edge theories and technologies, provide targeted solutions, and perfect the scientific management and emergency rescue system in Western China so as to explore our own emergency system with Western China characteristics.
